We achieve this by upholding the directives outlined in the Gazette Notice No. 1123 of 2021, which defines our portfolio functions as follows:

Mission

The Ministry is dedicated to fostering positive relations with neighboring nations and strengthening partnerships with regional and international allies.

Vision

To create a secure Zambia, resilient against both internal and external threats, fostering an environment where peace, stability and prosperity can flourish for all citizens. Through various highly adaptive strategies, the Ministry envisions a Nation where advanced defence capabilities and continuous innovation drive effective responses to security challenges.

Core Values

To effectively execute its mandate and ensure a positive corporate image and the conduct of all members of staff of the Ministry will be guided by the following core values:

Background

The Ministry of Defence has undergone progressive changes in its organizational structure since its establishment in 2014. This foundational structure has evolved through targeted reviews aimed at enhancing efficiency and addressing Zambia’s dynamic security needs. In 2017, key structural adjustments were made to the Planning, Human Resource and Administration departments, followed by the establishment of the Chaplaincy Department in 2018. During this period, comprehensive updates were made to the organizational frameworks of both Maina Soko Military Hospital and Northern Command Military Hospital. With the infrastructure upgrade of Maina Soko Military Hospital in 2020, the Ministry undertook further restructuring to optimize service delivery. These refinements led to the reorganization of our Headquarters, aligning with the Ministry’s vision to adapt effectively to the evolving security demands.

To further enhance our operational capacity, the Ministry sought support from the Management Development Division (MDD) under Cabinet Office. This partnership facilitated a strategic review of the organizational structure to address key challenges, making the Ministry of Defence more responsive to environmental changes and well-prepared to fulfill its mandate of safeguarding Zambia’s sovereignty.
